For 4-5 years when Atal Bihari Vajpayee was the prime minister. Coincidence? India is the second country in the world after China to cross the one billion mark. India's population rose by 21.34 % between 1991 - 2001.

Yes this fact is bit weird. It seems that author wanted to show how country that is so densely populated had prime minister that had no children.
